Fairies aren't steampunk and those gears are in arrangement where they don't even mesh. I mean at least make the gears mesh if you're going to have gears at all! Even better are gears that actually do something.

Don't forget the huge amount of folk and fairy lore being collected at the turn of the century, and the renewed interest in Arthurian Romance. I think with the right setting, fairies can be steampunk.
